I think that the game itself is definitely extremely solid, and the overwhelmingly positive Steam reviews seem to agree. It's really hard to say whether or not the game itself stands up to the soundtrack because the soundtrack is just on a whole other level so it's almost not a fair comparison. Also (since you said you don't mind spoilers for this game), you were right on in that this is the final level, and it's something of a continuation to "coalescence", which played during the final level in the first game. I'd also say its very safe to look at gameplay for Risk of Rain 2, there's really not much that can be spoiled.
