062023 Cosmogelica Build

I figured I could put the build I did yesterday and then go work on some art, but after watching someone play until they got 999 fuel and 999 missiles, it was clear I needed to do some balance changes LOL I wrote the formation generator and did a few other things and, I guess, neglected to check how that affected everything
I made a whole slew of changes to try to address all this, while also trying to overall simplify the game (the UI has less stuff on it now.) Here are the patch notes:
===== NEW =====
- Health pickups have been added that recover half your health. They're mixed in the powerup pool with the rest of them.
===== CHANGED =====
- You no longer recover health every 10 phases (it was too OP.)
- Missiles and fuel are now capped to 99 (down from 999.)
- Missile and fuel pickups now give 5 instead of 10.
- Increased the enemy spawn rate at higher difficulties.
- Changed enemy spawn-in logic at higher difficulties to make it more likely tougher enemies will appear.
- The blaster's current power level indicator has been removed from the UI.
- You can now fire as much gel as you want with the Gel Spreader. It's up to you to find out that this may not be the best idea.
- The Deflector (spin) has been adjusted. Now, it only protects you for the first part of the spin, bringing it closer to the parry move it was intended to be.
- With these changes, the Special Move meter has been removed.
- Gel damage is now separate from health. When you stand in bad gel for too long, your health will now be deducted in chunks instead of gradually.
- Because of this (and also due to some other changes) the indicator that you're taking damage from bad gel is much clearer.
- Enemies (and their bullets) have had their damage output increased.
- Enemies have (very slightly) higher health.
- The Fuel Bonus formula has been adjusted to hopefully not just give out gons of fuel all the time, but also not to just keep it to itself.
===== BUG FIXES =====
- Fixed a bug where no controller vibration was present when standing in bad gel.
- Fixed a bug where the flying mice enemies didn't flash when receiving damage.
