When a powerful individual becomes a sovereign of a kingdom or usurps the throne of another, they bestow arcane power to loyal subjects. You have made a pact with such an individual whether the sovereign is a tyrant, an emperor, a benevolent king, or queen all your power is derived from this individual. Such sovereigns include King Hekaton, King Gareth Dragonsbane, King Obould many-arrows, Lich Queen Vlaakith, and Queen Morvel. Most sovereigns reward such power to those that protect their kingdom, emissaries that travel to distant lands, or those that enforce their will.
