Rin actually does have an extremely limited amount of gems. Luvia has plenty to spare since she is filthy rich (which is why she set up the magic circles). Also, they are distant cousins. Never brought up here but it's mentioned in Fate/Hollow Ataraxia (the sequel to Fate/Stay Night) which sadly still has yet to be adapted.
