This time we are looking at a few more NPCs that can help liven up your city and offer some potential roadblocks for your adventurers. These individuals often have a thankless job, especially when it comes to an adventurer's life. Stopping them from saving the world because they accidentally littered in the town square by killing two evil demons who had disguised themselves as humans. If a judge never hears that tired old story again, it would be too soon.
These individuals make up the justice system of a city, village, nation, what-have-you, and are all that stands in the way from utter chaos taking over. Most of them believe in the power of law, which infuses them with just a bit of power over others.
Assistant (CR 1/8) Can't have bureaucracy without a bunch of paper pushers. These are often junior members of the process, who might still believe they can make a change. They dive into ancient texts, transcribe old documents, and may have dreams of one day becoming a magistrate. They are eager to please, going all-in on first impressions, and are a source of endless useless facts they can use to confuse those who would try to coerce or attack them.
Investigator (CR 5) These guys might be who are knocking on an adventurer's inn door after they kill a few "totally demons" in the street and then ran away from the crime scene. Then again, they might hire on a group of adventurers when their investigations have some terrifying conclusions. They are dangerous individuals to face if you are their target.
Jailer (CR 3) Well you did it again. Back behind bars where you might deserve to be. Or you're stuck here as the city is devoured whole by a horrific abomination from the furthest reaches of the universe... but it's probably the first option. Jailers get a bad rap, often considered to be cruel and brutal, but maybe you just have to give them a chance?
Local Magistrate (CR 2) Just a small-town judge hoping to make it big. In earlier times they might travel from town to town, dealing with small crimes and minor offenses. As cities get larger and larger, they start accumulating there, overseeing small claims courts and getting those in a trial prepared for what's to come.
They have a way to hurt non-lawful creatures by demanding order from their targets, which is just a fun way to provide a bit more damage for them as well as showing off their connection to the laws of the universe.
Magistratus (CR 7) In some regions, a magistratus could preside over an entire geographical region, deciding on taxes and laws, as well as ruling over the lower class. In other places, they are just judges who handle the biggest cases, deciding how laws should be interpreted and whether the adventurers should go free or be imprisoned for impersonating the king to get free drinks at a bar. It's hard dealing with adventurers.
They continue dealing additional damage to non-lawful creatures, and are more capable of using it than a local magistrate. When they demand law, they mean it.
