Yes, I wish there had been some mention in the show as given how long it took for the Federation to directly meet the Dominion then their official borders must be some distance from the Wormhole. In which case it's perfectly reasonable for the Federation to continue to explore the Gamma Quadrant.

I'd love to know what role Robert auditioned for. If it was before Voyager it'd have to be B5 season 1 or the original pilot. My longshot guess would be Morden. Other guess is Orin Zento, the strike breaker from the space union episode.

The question about not respecting the Dominion’s wishes is a good one. In-universe, the best explanation is that the Federation does not consider the Dominion’s claim on the entire quadrant to be legitimate. There is also no diplomatic relationship where things like boundaries and neutral zones could be negotiated (in this case, the Dominion considers the wormhole the line of demarcation). Wish this could have been explored a bit more on the show, especially after similar themes had been introduced in TOS’s Arena (i.e., the Federation colonizing Gorn space).
