Download and install skyrim script extender via steam:
Once you have installed everything go to:
C:\Program Files (x86)\Steam\steamapps\common\Skyrim\Data\tools\GenerateFNIS_for_Users
Click generate fnis for users and update FNIS behaviour.
You should now be good to go, launch skyrim and the game will give you the necessary spells to cast estrus.
