It Was Undoubtedly Jenny IMHO... She Knew That The Frog Wanted Out, She Knew That The CIA Were Going To "Retire" Him, She Knew That Gibbs Would Alibi Her In Relation To The Gun She Handed To The Frog And Of Course... She Knew Or Suspected That She Was Dying...

We are less to believe it was Jenny, then not, cause we see him take the gun himself. Later we see him put it back on her desk. We see that it was “sanctioned” by the CIA though. Then gibbs seems to think it was Jenny but still sanctioned. Now we see him put a live clip by the gun on her desk and wondering if she really did do it? I find it fascinating
