The comments he made near the start of the episode when Shasha was talking to Jesus and Enid explains it. She and Rosita are going after Negan too soon, when they don't have enough of an advantage, killing only Negan will bring retaliation from the rest of his people, which will make things worse, and none of the three groups are ready to beat Negan yet. Hope I'm saying that right.
