Levi and Mikasa are Subjects of Ymir. It's never explicitly said in the show, but it's heavily implied that the familial strength and skill of the Ackermans was created by Titan experimentation. In other words, Ackermans have some portion of the strength of a Titan while still maintaining human form. Therefore they can't be transformed into Titans.
