Yes, to answer your question, here in the US, Social Security Numbers can be assigned very early in life. Parents usually apply for them for a child soon after birth.

Wolf and Cub- Thank you so much for another great episode and reaction, my friend! I enjoy this episode a lot, and how Darren originally starts out to be the perpetrator. I'm glad that Reese forges a bond with the kid as he tries to teach him that revenge is never the way to solve a problem and that if he keeps going down his current path, he'll only wind up in prison, or dead. I understand Darren's drive for wanting to see his brother's killers dead, but I can't help feel Darren annoys me a bit throughout this episode too because he constantly keeps going off on his own against Reese's warnings about what will happen to him if he keeps walking down the path he's going down. He would have gotten himself killed over and over were it not for Reese and Fusco saving him every time. Nonetheless... I still like his character overall. And I appreciate that he chooses not to kill the bad guys in the end, showing us that Reese's words really did get through to him. Next... I also love the moments between Reese and Darren, when Darren talks about how Reese is like a Ronin warrior... someone who parted ways from his former employers upon being betrayed by them, and who now fights to protect the innocent from harm. It's absolutely true. We've now learned that Reese had been lied to about who he had been sent to kill, and that he had killed both bad people and innocent people as well, which we know Reese deeply regrets. And you can certainly see so in his eyes. Short of Reese carrying a samurai sword as his weapon of choice... he is a Ronin warrior, and I love it! Also... I like that Darren hires Reese to fight for him, then how Reese accepts only a quarter for payment. I really like Carter and especially Fusco a lot in this episode too. I feel this is the first episode where Reese and Fusco come to a better understanding between one another. And Reese is starting to consider Fusco as more of a friend than he ever used to. Reese even admits to Darren in front of Fusco that he does consider him a friend. In regards to the corrupt police Captain... yes, you have seen him before. Like you remembered, he appeared back in the episode... Get Carter. He is one of the Captains working within HR, the corrupt police force, who had hired Elias in that episode to have Carter killed. Nice memory. The storyline with Finch, Nathan's son Will, and the woman Will spoke to... Alicia Corwin, is very intriguing. Especially once Alicia suddenly gets spooked upon Will's mention of his father's best friend, and then with the ending when Reese and Fusco learn about how far back Finch's many alias' must go. Fun fact... 90% of the aliases that Finch uses throughout this show are all names of the different kinds of birds. Finch, Wren, etc... And there's a reason for this that will be revealed later on in the show. And lastly... I love the moment between Reese and Darren in the end when Darren tries to assure Reese that one day, he will find a home too. It's quite a beautiful sentiment, and once again from the look in Reese's eyes... you can see that he doesn't believe such is possible for him. Reese has definitely come to find a family in his friends. But for him to believe he will one day find a happy ending... I can only imagine how difficult it would be for him to believe it. He certainly deserves to be happy once this is all over, because he's so much better than what he knows, but for someone who has killed good and bad people and who believes himself to be a monster, I understand why Reese can't believe it. You missed something substantial right at the end. When Fusco and Rees finish their conversation we see the machine interface, the reticles on Rees and Fusco turn from yellow to red and a dialog box says, "system administrator security breached....Course of action....Evaluating options...Mitigate, Subvert, Monitor...." and we see 'monitor' flashing as the machines chosen option.

We got introduced to the woman in the episode 11 flashbacks as Alicia Corwin, employee of the NSA, who back in 2005 articulated concerns about how the machine works in her discussion with Nathan Ingram at the docks. So she knows about the machine to some degree. She also was in the room when the "1 dollar" deal (promising to give the machine to the government) was revealed. Harold was in the room at the beginning of this scene, but was introduced by Nathan Ingam as "he works here... tech support". His name was not said in this flashback. The Machine detected a "treat" involving Nathan Ingram (as victim or perpetrator?) at the end of episode 11. We know that Nathan Ingram died, that Alicia (who claims she couldn't visit the funeral because she had a "hard time" back then) moved to a remote town shortly after while Harold "vanished" as well. So I think it is fair to assume that Nathan Ingram didn't die of natural causes. The more interesting question would be: What exactly got her spooked? She seemed calm talking with Nathan's son (presenting him an obviously fake story about his dad's death) until the moment the son mentioned he had spoken to somebody else, "an old friend of Nathan" with the name "Harold"...

In the US, babies get their Social Security Numbers soon after birth. At the hospital where I gave birth, they had a person/office who got the information from the parents within the next day or two after birth and took care of filing the paperwork with the Social Security Administration to show proof of birth in the US (meaning citizenship, meaning they get a SSN). I received my baby's Social Security Card in the mail within a month or so.

The Tax Reform Act of 1986 required parents to list Social Security numbers for each dependent over the age of 5 for whom the parent wanted to claim a tax deduction. Before this act, parents claiming tax deductions were simply trusted not to lie about the number of children they supported. I hope this helps you with Social Security Numbers
