I believe Holden's hallucination / dream that started off the episode was a nod to Ellen Ripley's chest-burster dream in Aliens.

You have met the Earthers, Chrisjen Avasarala, Deputy Undersecretary and Sadavir Errinwright, Undersecretary as well as a few of the UN general counsel and you have met the Belters, Miller, Naomi, Eros of course and Fred Johnson on Tycho station. (Johnson is an Earther of course who now calls himself a Belter). Now you get to meet the Martians, specifically members of the MCRN, Martian Congressional Republic Navy as well as the "MMC": Martian Marine Corps. Yes they do come off as grunts but they have a sophisticated leader trying to teach them some of his wisdom. All the factions are introduced and you have now heard about the "protomolecule" (aka Blue goo). All the players are introduced. time to play!

Chrisjen's new spy, Cotyar, was a friend of her son, and that's how she knows him and had some history there. My understanding is that scene was cut from the broadcast version, probably due to the wonky editing and also to make room for ads. When Saturn captured Phoebe, life on Earth was little more than a primordial soup, so I doubt the Protomolecule was designed as a typical Alien invader.

I like that the show paints a more realistic side of diplomacy. All sides have their fair share of warmongering hardliners, overcautious peacekeepers and experienced diplomats all with their own interests trying to navigate the murky waters without the complete information as best as they can do. The military is not all in on war. The politicians are not all stupid. They are all humans with different strength and weaknesses. Fun fact: Phoebe is a real thing. It is an irregular satellite of Saturn with a mean diameter of 213 km (132 mi) which got trapped in Saturns gravity well a long time ago. For a while scientist believed it could be a true extra solar object (the theory the Expanse authors used), but today the leading theory is, that Phoebe is more likely a captured icy planetoid from the Kuiper belt (from the outer border of the solar system beyond Neptune).
