"temporal police" is maybe in abuse of power, and turned to temporal lords, maybe entire history(or parts of it)IS the alternative timeline, altered prior to events of begining(or at some specific point)of the original timeline in the attempt to possibly "avoid" something what seems to be "meant to be" event in any "tested" timeline at certain point, maybe he was there to shoot the shooter instead of the target..who knows, 😂
