New freeware for contributors: LUFS/True Peak meter !

Just finished this one, a small but quite technical device for Live users, showing various information about incoming audio:
- Integrated loudness as per EBU128
- Gated loudness, using only loudest parts of the audio (added in third release of EBU128)
- Short Term loudness (moving 3s window)
- Momentary loudness (moving 400ms window)
- True peak (using 4x oversampling and filtering to measure intersample peaks)
It comes with a floating window that stays on top and can be placed wherever you want.
