The USA government told them to expect trouble that weekend and to use fatal force which doesn't surprise me that they set this up. It started with gun boats apparently harassing another liner. Then they flew a helicopter out to check the situation and the pilot flew too close to the gun boats and they fired back. So technically under rules of engagement they can then defend themselves. So anything that 'approached' the ship they would engage fire with as the radar was not advanced to determine civilian from military. If the US didn't fly that bloody chopper so close, then this would not have unfolded in innocent deaths
