Well. Regular people don't know or choose to be ignorant. However everyone in military R&D, manufacturing etc. does know. Mind you propaganda does say 0 casualties both because they don't consider non-Alba as people and because propaganda doesn't want to annoy those who might be against using Non-Alba as "processors" or thinking of them as "humans". If you're too loud about it, you end up in a camp within sector 86. As an Alba you still get better treatment and you're not forced to fight, but they don't want protests to spread. However unlikely it is, if general population learned about it - some might develop...how do I say it? A dislike for that policy. So most of the sub-consciously or consciously separate the fact that all Non-Albas were removed and that there are "new highly autonomous ethical drones" being used in combat. It is easier to live in such lie. This might be if you think about it, one of the weaker points of the show (although it can work), because the amount of people (literally whole military at the very least) in the know is so high that it would be impossible to keep it a secret. Then again, that's what propaganda is for. To make sure that even if you had some "suspicion" that something is going on with Non-Albas and with "autonomous drones" - you're constantly told that everything is fine. I expect that most people watching it never lived in totalitarian regime, so they might not know that there are various levels and variations of propaganda. In this case we're talking about 24/7 information barrage of "everything is fine". And while most people would watch such program and don't believe it, because it looks ridiculous, that isn't the point. The point is that after couple of years of that you stop questioning it or redirect your "suspicions" onto something else, because that 24/7 barrage shifted what was normal for you, even if you didn't believe it.

Time for more fun fact details in Ep2 - the little flying bugs are ECM, they block both radar and standard radio communications, meaning until they developed the pararaid, there was no way to communicate other than yelling loud or hand delivering messages. - the show doesn't truly convey how ridiculous Shin is, the author is a big fan of WW2 history and millitary tech, and the Löwe isn't called the a Lion by coincidence. It is mean to the equivalent of a Tiger tank in WW2, but you have less numbers, no air support, no artillery support, its faster than you, and less likely to break down. And Shin solos 4... what a lad - San Magnolia and the choice they made are a mash up between Nazi Germany (as is obvious) and the US executive order 9066, which was a government order by Franklin Roosevelt to send the japanese Americans into internment caps during WW2. In the history of San Magnolia (as they don't talk about it in the show its ot a spoiler) the 86 were made of mostly immigrants fleeing to the republic, a nation whose constitution espoused equality and freedom above all, only to be thrown under the bus when a crisis arose... even when they were expelled most of the adults actually volunteered to fight, as a show of their loyalty to San magnolia (very similar to what happened with the japanese americans) but most if not all were killed in battle. - the flowers on the windowsill that Lena leaves are meant to be an offering to those lost on the battlefield, as the 86 are not allowed to even have graves as they are not human, and we don't leave graves for livestock.
