She's getting chloroformed by one of the game's villains, Jarod.
The drawing is from a top down perspective. The characters are kneeling on the ground. I tend to pick this pose when I want to get the damsel's boots in frame.
As usual, Fire Emblem characters have complex outfits that I need to simplify greatly for my own sanity.
