I don't think Anne knew in particular, IIRC she seemed to be operating under the assumption that the masters probably weren't actually looking very hard. I think the fact that the nearest mind wipers to take the job happened to also be the trackers is a coincidence. It also doesn't seem like she contacted them directly, it seems like it's a job board type of thing, like somebody put a contract up with the masters to wipe somebody's mind, and then the nearest operatives with that skillset were tapped to go deal with it, rather than the contract being given to Judas in particular by Teacher or whomever Anne used as a go between to handle it.

It’s like tricking the police into destroying or tampering with evidence as to make it inadmissible. Red Herring sees it, but doesn’t know anything about who she’s looking for and can’t ask Judas without pissing off her boss’s boss’s
