Ferania can see souls herself.
But the ability needs to be "toggled on" kinda haha
And yes, only very few individuals can actually see souls.
Roughly spoken, only the special demon hunters the God of Death has created, the Phantoms, as well as few other individuals created by the God of Death.
(for example the Rivers)
Their jobs require them to see souls, and since souls are also the domain of the God of Death, this kinda makes sense.
That being said, there may be some demon species or some occassions where someone may see a soul outside of a body.
(as in, "a ghost" or something)
But usually the majority of folks can't see souls under normal circumstances
