Realistically, that cape... There is a limit to making a cape. The moment Rusty's Kate lifts her arm, the arm will definitely break. And I think it's hard to make the arms the same. :(
But... Tightly... I want to make...
Would it feel empty without a cape? It wouldn't be good if I changed it to a short design, right?

I agree with Laura, I have some CC with capes and they are found under accessories. The outfit glitches but you can get some good pictures with the full outfit and then play in just the gown. Also, I don't know short might be kind of incredible too. Maybe? Best of luck!

The first piece being the dress itself, the second being the accessory cape (that can be a necklace) so people can choose if they want to use the cape. I think it would stay static if the additional sleeves/cape were a necklace (like other CC capes I've seen), it wouldn't look good with animations but okay for posing

Or atleast focus on the texture of pattern of the dress and see what a version without the cape would look like. I mean it doesn't have to be identical you make your own version of the dress using the photo as inspiration/reference.
