Also during final Endgame battle, he still needed those mechanical legs to help him walk after Thanos' ship fired at the facility. But he didn't have them in FATWS so I think he was replaced after Endgame.. at least I hope

I also have a theory. i think we kinda have an idea of when rhodey became a scrull. if you remember back in civil war, when vision shot rhodey out of the sky by accident during the battle, he suffered injury and lost some ability to walk. and in the show when they rescued him, he was unable to walk out on his own, had to be carried. so showing his inability to walk reassures us that was the real don cheadle rhodey we've known since iron man 2. and then somehow we ended up with a skrull version between then (civil war) and now. maybe during the blip, when a lot of the heroes were wiped out by thanos and the world was vulnerable to evil skrulls.
