i love the questions you men think of, it makes it way more interesting cuz im always thinking of the questions that didnt come to mind when i first watched Naruto. But honestly it's so hard to say if Neji could've moved to another village to represent. Even before getting into the regulations of a him to another village, neji has to keep in mind that his clan's foundation is literally from the Leaf, his one goal is to protect the secrets of the main branch so if he bust case, would the hokage, let alone the hyuga clan allow him leave with those secrets and bring them to another village? i think they would've melted his brain on the spot and seeing that he survived all this time means he was probably too fearful to do anything rash. Like Rhody once said, you gotta be part of the system to change the system and that the way I think Neji is going about it imo.
