im writing a lot sorry but about the flashbacks yea i don't think they really improve i rememeber some eps was just an entrie flashback loool oh and bout naruto not knowing the rules i think half to let younger fans know the rules and using naruto being dumb as humour but dw that'll change soon as you continue to see him mature after this arc somethings will improve

Btw Naruto main goal is Hokage the reason he wants to be hokage is because the villiage treats him like shit and the most loved person in the villiage is the hokage so he thinks by being hokage people would respect him, witht he whole sasuke thing its not like naruto changed his goal mans can't be be hokage until years later but along the way he needs to get stronger so he looks to sasuke and other strong people as a target to reeach in terms of strenght he also feels some type of way about sasuke looking down on him

thats how older longer animes are unfortunately manga writers did this and fillers to give them more time to come up with new material there was really no concept of seasonal breaks. It becomes a bit more tolerable when plot picks up right now i feel like is still the beginning introducing you to a bunch of characters personalities/abilities who will be with us for the rest of the series

Yeah the entire problem with naruto in the beginning was lack of episode structure. Even though this was back in the early 2000’s they could’ve easily condense some episodes, but they didn’t cause the manga at that time didn’t have enough source material for a full fledged anime.
