2021-07-19 21:15:44 +0000 UTCThe thing about the inhibitor chips is that it only had two things it enforced; killing all jedi and following Palpatines empire. In legends it was simply a compulsion that came over clones and they could break it if they chose but most were afraid to or prefered to just not question it. However that compulsion faded over time and for clones who were more independent thinkers or more specialized like commandos they easily chose not to follow it. It canon however it biologically messes with the mind and causes pain whenever a clone trys to do otherwise (or at least thats what was shown). But with that, we dont know if it is permanent or just lasts long enough to get the job done. All we know is clones were decompressioned quickly after order 66 and many had mental issues as time went on. Though its likely that it fades over time or like legends is easier for those who think more independently to break away from. Howzer isnt the first as Grey (the clone who helped Kanan escape in his comic) also broke away from it. Then earlier in the show we have the clone who left the Republic also be fine. All I'm trying to say is that the inhibitor chip hasnt been fully explained so there is plenty of room for clones to reject orders not specifically about killing Jedi. This leaves a lot of room open for the clone rebellion idea to happen as messing with the inhibitor chips of hundreds of thousands of clones simply isnt possible but convincing them is a different story.
