Jimbei certainly feels a need to take responsibility for Arlong’s actions even if he didn’t have a hand in it. We see in the little flashback of the Sun marks on both of their chests symbolizing their connection to one another so of course it’s weighing on Jimbei’s mind. Context… we need more of their story for sure.
