It’s a fair point about leaving out the semantic web but I don’t really feel like it’s fully realized yet. To me it may be a concurrent part of the next wave. Although really arguing about labels at some point ends up being ridiculous. What I think is important that you note here is not to ignore the importance of the semantic Web.

Decentralized Web is more like Web 4.0. Web 3.0 is the Semantic Web or the Intelligent Web and is the reason why Google and Facebook can be so powerful. Web 2.0 is content without context. Web 3.0 is the use of microdata and ARIA properties to allow computers to read the context of content and better catalog or display. Semantic Codeing is what allows Alexa to read Wikipedia much like a screen reader for blind people reads Wikipedia. Glossing over all of this technology really does a disservice to people who work for the advancement of accessibility on the web. #a11y on Twitter and web-a11y.slack.com on Slack. Also people who work in IoT and make bots that harvest news stories.
