The remnants of him is all that kept it in check, even his benevolent intent as personified but the remant of Skye, to heal his people. was corrupted by the hexcore's influence. Jayce dealt the final blow to that humanity when he killed Viktor. If Singed hadn't intervened here, I think Viktor would have died, they state as much. He wouldn't have had the strength to fulfill the evolutionary impulse that the hexcore wanted. Singed executed on his goal as mentioned in S2E6, of fusing the apex-hextech of Viktor to his apex-shimmer as realized in Warwick, and that is enough to empower Apex-Viktor to get the power he needs from the anomaly that powers the hexgates. But it also destroys they last bits of humanity. I love how they represent it in his final evolution; the last visible vestige of his humanity, hit face, splits and blooms into that inhuman mask.

Everyone still has their free will, even War-Vik. He is just now quite literally become a higher being. Some would also say a 'false prophet'; and even up to this episode, Viktor truly believes he's STILL doing the right thing.
