I think getting sent back to arkham is her worst nightmare 3 really horrific things he did in the end in no particular order 1: Killed Vic and poor Vic knew it, it wasn't a gun to the back of the head it wasn't fast he died knowing exactly what was happening and he had time to think about it while suffering an agonizing death. 2: He sent Sofia back to Arkham her worst nightmare. 3: He went back on his promise and kept his paralyzed mom alive and the real kicker here, if you look closely at her final shot you can see her crying she isn't a vegetable she is aware of where she is she just can't move, truly horrifying. When Colin Farrel said you will hate the Penguin by the end he was not fucking kidding goddamn.
