The reason they didn't kill AFO after the battle in Kamino ward (or cut his life support) was because they didn't know what hidden quirks he had and what would happen if he reached that point. This is a character who has a billion alternative plans, and a world where quirks can be quite batshit even before they get combined with others. Maintaining the status quo in confinement was the best solution they had with what they knew. And Tartarus was absolutely not a rehabilitation facility, don't even know where you got the implication it was.
EDIT: and as Nagant showed (and to a lesser extent, Hawks), they DID kill villains. And as the whole series has shown, who gets labeled villain and how is also a sticky business. You kinda seem to have missed a lot of points the series has made mate.

The target being the hospital playing a major factor in stopping the hetero morphs is a good point. Seeing the doctors risks their lives by standing together to try to save their patients is a powerful image. I can see it being enough of a shock to make some people think twice. I do get why people might feel how this resolved didn't hit right for them. My initial reading of this in the manga was also to question if this would stop the entire mob or just the people who witnesses the doctors. To honest I am still not entirely sure how to feel about this resolution. There are things I like and dislike it more accurate for me.

Dabi was at the scene when Bubaigawara was killed by Hawks. he had more than enough openings to secure his blood throughout that whole incident.
As for the question about stopping an angry mob, I think it would really come down to aligning two factors. 1st being the motive. With viloent persecution like the heteromorphs experienced, likely not. Second is the target. I think the heteromorphs stopped because it was a hospital. If it had been any kind of government facility (*cough* Jan 6), then also not likely to stop. I get how annoying the crowd reactions are but it also just really shows how simple they are. Sometimes it just takes one voice of decent or affirmation, because everyone s just in too deep.

All Might did actually try to kill AFO. In the minor flashback when be told Deku about AFO and OFA's origin we saw an image if All Might kneeling down before a fallen AFO and said he thought he killed him back then. AFO returning was a complete surprise to him and as we learned All Might went for the head, because AFO's face was as messed up and why AFO needed a life support machine. The second time they arrested him, but the first battle we know All Might went for the kill.

The heros not killing villians when they have the chance, is the reason they're in this situation now if you think about. All might should've killed AOF rather than keep him alive in prison. Why would you try to rehabilitate a threat to society.
