GL states early in the episode that they do not have an accurate census, so the counter you saw likely isn't in Kamina City (if it physically exists at all). It's just a visual thing for the viewers to say shit's about to happen.
They also gave Rossieu responsibility for the census so something that may not have come accross is that forcing people to the surface likely actually started in this episode as opposed to over the time skip. His mentality behind doing so wasn't so much that he WANTS to force them to the surface, but more because at any given time people can just randomly come to the surface and throw off the numbers so its easier to track only the surface.
Lastly on an unrelated note I wonder if Suraj is a Star Trek fan as he mentioned a big part of their lore. Aliens initated 1st Contact after they observed humanity successfully developed warp drive (interstellar capability that can actually get them beyond their own galaxy).

HO HO HO A fun reaction to Bleach this week. Some Points that were in the manga but not the anime:
* Grimmjow ripped off Loly's leg, instead of just saying Boo.
*Orihime did, in fact, restore Menoly to life. But it's important you all remember what Aizen said of her powers. She's not reversing time or healing, she's rejecting reality. So it's more accurate to say she 'rejected' the fact of Menoly dying in the first place.
*Pink Hair Espada ate his minion raw, without turning him into an energy ball.
Finally, some questions for you because I want to see what insights you have made about the themes of the show:
To you, what does it mean to become a Hollow?
What does Ichigo's mask represent?
What do Orihime's powers and the way she uses them reflect about her character?

"Damn this is some domestic abuse shit" Yes! Suraj, exactly. The whole scene with Orihime basically is. Remember Orihime was abused as a kid and bullied a lot growing up. One of the reasons she doesn't fight back in this scene against Loly and Menoly is because it evokes PTSD-esque emotions out of her, essentially paralysing her.

#SundayRundown Some things to remember for the future regarding Orihime is that she is a pacifist at heart. She hates hurting others and if she sees someone in pain right in front of her, whether it be a friend or an enemy, her gut reaction is to heal/help them. She also prefers not to fight, she could have easily taken out Loly and Menoly here but she refrained, it’s her own personal quiet strength. It’s also why her attack person is the weakest, because of her mental barrier. It’s also been stated that her mind set/personality really isn’t suited for the battlefield by Renji, Uryu, and Urahara. As much as Orihime is a kind person she also has a very self deprecating personality and real serious trauma from her upbringing that has definitely shaped how she is now. This always made Orihime one of the more interesting characters to me, because of what she has suffered through in her life and how that shaped her mind set, and how she now sees the world, and how she treats others. It’s really layered when you dig into it.

Yes, it's annoying that 190 is mostly recap, but there's still VERY important canon stuff that happens by the end. Skip to the half-way point, with "BLEACH" title card, then let it ride. Don't fast-forward, 'cause it smoothly transitions into the new stuff.
After that, just avoid the intro until 196, so you can be surprised by...something I'm not going to tell you. 😉

Fun fact: Suraj is close in the Gurren Lagann discussion, we have a scale for classifying civilization levels, called the Kardashev Scale. It's only an hypothetical theory since humans are the only data we have, but essentially there are 3 types of civilizations, type 1 being us as we technically have access to all the energy sources on earth, geothermal, fossil fuels, hydro, ignoring nation borders and uniting under one society much like in the show, we could harness it and even change the weather, example bombing volcanos to create controlled eruptions or building massive structures to generate wind patterns, obviously not gonna happen but we COULD do that lol, type 2 civilization is the classic sci-fi genre, interstellar travel and colonizing other planets for their resources. Finally type 3 is a species has mastered technology to such a degree they can control the known laws of physics, like time travel, reality bending, even harnessing energy from major cosmic events black holes and supernovas.

Ah, this duo of episodes. I think this is probably the most edited/censored Bleach is in a small span of time. Here are the things that were changed (with image links to those particular differences):
1. Uryuu's shot at Szayel was actually to the neck (instead of the stomach) in the manga.

3. Instead of yelling boo, Grimmjow actually does some pretty fucked up shit and tears Loly's leg off. Loly tries to save her own skin by implying that she'll let Grimmjow sleep with her if she just keeps this a secret (this was confirmed by Tite Kubo in an interview). The leg is also what Orihime later restores for her (as she did with Grimmjow's arm).

I believe the manga version of this scene makes more sense because instead of Orihime just stopping by to heal some minor bruises, she rather saves Loly from being a cripple (remember arrancar body parts don't grow back, unless you have regenerative powers). She is essentially so kind that she refuses to let people get crippled or killed around her, even though they may be her enemies. Now whether this is a healthy way of thinking is a topic for another discussion...
4. Orihime literally brings people back from death.

And yes, she is this OP but as with many things in Bleach characters are very limited by their willpower and/or willingness to fight etc. Just keep this in mind going forward, it is very essential to understanding the fluctuations in Ichigo's power and why Orihime's Koten Zanshun (Tsubaki technique- that cutting disk that was swatted away by Yammy) is potentially as strong as Krillin's Destructo Disc but unfortunately she is very much limited by being a pacifist at heart. I'd like to think of her as a teddy bear wielding an assault rifle.
As a side note, Bleach TYBW is like 99% uncensored. Since it has a midnight time slot in Japan, they can be much more lenient with it now.

It's also mentioned by the first half of the series from the Armadillo General that Lord Genome was alive for 1,000 years and he became progressively more and more off his rocker over the years so that also casted a lot of doubt on his last words. I mean, you can kinda see why now. Living as the king of humanity with that kinda of threat looming above you for centuries would definitely make the stress warp your mind.

You're right it isn't the same chapter, uts 1 vhapter after, but we see a flashback. Grimmjow tells orehime to clean up her face immediately after blasting the girl, the next page orehime heals the less injured one, and then the very next page heals the blasted one, so adding the flashback into the previous chapter, it goes she gets blasted, grimmjow tells her to clean her face, she heals one girl, heals the other girl, all in like 4 and a half pages. And they make it seem like she did it fast, as she runs to each girl

Having someone underground once a year would absolutely not work so yeah neither Rossiu nor Viral are in the wrong here, it's a complicated issue.And as you saw, they hit one million even before they were reading, because there are still people underground they couldn't have a good countdown. Same thing for the rift between Simon and Rossiu, you saw the meeting, you saw that Rossiu has done everything for them and in the meeting they are barely hanging together as proper leading group just because of him.
