00 0 is 100, however 00 with 1-9 is 1-9. the percentile isn't 'adding' its just the leading digit, there is no way to have a leading digit for 100, but 0 can't be rolled so they link up :)

if you treat the 00 as a 100 only if you roll a 0 on the d10, that would work ok--as long as you apply the rule consistently it would work fine

You have 2 ten sided die. 0-99 is one hundred possibilities. 01-100 is one hundred possibilities. You can roll a ten by 10 +0 ten. I think we are just discussing different ways to approach it at this point.

If 00 were 100, it would be impossible to roll 1-10. And if there's a weird exception where 00 is 100 on the condition that the d10 rolled a 10, then there is no way to roll a 10 using percentage dice.

Weird thing about the brain damage discussion in this episode. One time while I was playing rugby in highschool, a guy on the other team got kneed in the face real hard(was accidental) and was unconscious for 5 minutes.
