That mentions a government initiative to reduce the number of NEETS, and turn them into functioning members of society. The ReLIFE lab is pretty much that initiative.

You saw Ryo writing up his notes that he thinks Arata will live a fulfilling ReLife... Right before that, he deleted an intro about how he hoped it would be more successful than the last subject. ...A tiny moment, but an important one. ;)
