This might legitimately be the most dysfunctional family in fiction. How do you arrest the domestic abuser who dodges bullets and eats mutant polar bears?

In the manga, he was carrying her dead body around with him while dreaming that she was still alive. Thats why everyone was so shocked because they thought that he killed her and that he was dragging her bloodied corpse around. The police showed up to take her away from him. Thats why baki shouts at them to let him keep dreaming for a little while longer.

The fact that she then died while protecting him because he wasn't strong enough is another issue on the giant pile of emotional issues he's got to deal with. Also, yea, no one is going to try and arrest Yujiro, he's killed a ton of people up until now and anyone who did try and stop him are probably dead too.
