Why didn't Johnny rat the others out when they left him to die? Probably the same reason these guys are going along with Freeze's plan, when there's no mention of them being paid. And why they no how to assemble and operate that Ice Cannon. I wouldn't be surprised if they're all disgruntled ex-Gothcorp employees like Victor. At least that's my personal theory on the subject.
