Tartaros murders the council, Lahar, and poisoned at least 100 people to death. Plus Laxus is in critical condition as are the Thunder Legion and Yajima. Not only that, they're out trying to assassinate former members. They're already showing they're far worse than the previous two guilds. But with their being no council, Fairy Tail and other guilds have free reign to retaliate
