Since they never even got to the point of writing the season's planned final episode before they were cancelled, you can't really attribute any special meaning to it. Remember, standard TV show orders at the time were in in the range of 22 episodes. With his success with "Buffy" and "Angel", and what he perceived as a winner of a show, Joss fully believed the show would have multiple full-run seasons. For an episode in the middle of the season, which it was supposed to be, it's a great final laugh for the episode, while also letting us know that Jubal Early wasn't dead... yet.
