It was probably because I changed my tier later. Some who did it earlier might have done it before your refund was applied or before the refund went through. So the app might believe the payment was made, then the refund was applied so the apo wont apply the charge cause it belived it was done but the amount paid was then refunded. Even after your refund went through it still said said "edit your $15 pledge" as an option for a bit. so it believed i had that as a pledge still.
Users who changed the tier after the 11th confirmed that there was no problem.

예상으로는 환불이 제대로 되지 않은 상태에서 티어를 변경하는 바람에
재결재가 진행되지 않은 것으로 예상합니다.
