those 200 people on Farm station landed with the Ark, but were abandoned by the Sky people(Clarke, Abby)cause of war for 47 and 140 died cause of that, in addition we know how that war went.. there are 12 Clans, each has its own leadership: Azgeda-Ice Nation has a queen(Roan's mother as James said), Trikru has military leadership-War Chief and that was always Indra, she was Anya's/Tristan's superior back in s1 but didn't show up on screen.. Commander is a high ruler of all Clans that are usually each for itself, but Lexa formed the Coalition(union/federation of all Clans allowing Clans to keep partial autonomy=Republic)but since latin for Commander is Imperator by old french as Empereur derives to eng Emperor, the Republic is more like an Empire, and that tower is in the Capital of the Coalition- Polis

2020-11-26 14:58:36 +0000 UTCLexa is not the Ice queen Roan just captured Clarke under the pretenses that he would be delivering her to the ice queen when in reality he struck a deal with Lexa to have Clarke brought to her instead. The ice queen is Roans mother (whom banished him) and Roan was hoping that Lexa would lift his banishment. In this world the title of Commander is the highest title and then you have other clans who have heads such as War Chiefs (Indra), kings/queens ect. The commander rules over all of the grounder clans as sort of a monarch.
