One thing I think is interesting in addition to the idea of a person who has had their quirk taken by All For One getting One For All and being okay, another possibility is someone who has had their Quirk erased. When Mirio was hit by the quirk bullet, Rewind affected his body to a state where the DNA did not have his Quirk. In theory, I would think that makes him Quirkless for the purpose of inheriting OFA (which Deku did offer in the hospital). Of course now that Mirio has his Quirk back it's all moot but still another alternate possibility. Also funny that you mention that the 2nd holder looks like Bakugo. There was a "Bak-U-Go" fan theory for what feels like yeaaaaaaaaaars that Bakugo had traveled back in time somehow and was the 2nd user (and often that Kirishima was the 3rd, the other with his back turned). I don't know why but it feels like the anime cleared up that way faster than the manga did.
