Powder is not dead but kept hidden even deeper. Silco helped her hide Powder so she could finish her project without being triggered by the stone. Powder won't die, it's a part of her. While Vi is alive and well, there's no way Powder could be erased, since Vi is a living reminder of her past.

Jinx couldn't finish the project with the gemstone due to her trauma, the solution Silco offered was "let Powder die" and then she listened to his advice and managed to finish it. So they are pointing out that Powder must be dead if Jinx could finish the project.
