re: Hen "stealing" the dog: You probably didn't notice, but the crew found the dog's owner killed, crushed under debris, as they entered the building in part 1. Only her ankles and feet were shown so it's easy to miss. You're right about Athena, the writers do have her toeing the line a bit to keep things interesting even if it's not really realistic. However, as far as I remember, the price gouging event is her worst offense that goes unpunished (she got desk duty for arresting the teen in S1, and I can't recall any other major incident).
