First of all witches are not Vampires ally, only very powerful vampire and weaken vampires willing to go to any length can find a way to slay a witch and force her to do whatever. Second spells are unique and are kept in books that belong to a family of witches, so not every witch knows the secret spells of others. And there is another reason, I cannot tell you because is a spoiler. Therefore only powerful vampires and their favourite have daylight rings. Rose is old but not powerful in tha Vampire community, Katherine is, as his friends, Pearl and Anna, and her lovers Stefan and Damon. Emily did the spell, so Bonnie that has the family grimoire could do, reluctantly, the spell for Caroline. It is not about the spell in itself, it is a matter of power.
