its different every time for me. usually the animation comes last . but sometimes (like for Mexico) I wrote it and was feeling really inspired by all the maps I was seeing, and I just did all the animations without having recorded VO. but that takes a lot of sensitivity to being able to animate without reference VO. so yeah it happens at different parts of the process each time. but I would suggest you focus on building out an edit with NO animation so you can feel out the pacing just by listening to it. its much easier to trim and rearrange at this state. then once you lock in a good structure you can start to layer on the visuals like B roll and animation.
