As someone with experience drawing chibis, there is no "science" to it and there are a thousand styles of chibis, (Aggretsuko could be considered chibi, the classic Sanrio style) sometimes the key is less is more, I also had a lot of problems with proportions at first especially when the characters had complex designs. But there is the base, chibi is simpler, it is simplifying and making thing tiny. Maybe you try to leave the bodies alone when you draw the big heads? Or maybe less details in the heads? There chibi artists who draw the limbs very cartoon-like or like little balls, little masses? I don't know how to explain it, my first is not English and I don't know the words well. But in the end it's your decision to adapt certain thi g to your style until you feel it's right. Oh but I'm just trying to help I hope you don't think I'm overstepping and if so I'm sorry.

I start off KNOWING I want to draw a chibi so I draw a big head, then a little body....then I get really mad because the proportions feel off, so I make the limbs less stubby and shrink the head, but then it's not really a chibi anymore, just kind of a little character with a big bobblehead AGH
