Patreon charges the first day you register, and the next bill is on the 1st of every month. If you subscribed at the month-end. The payment was for the previous month. It was made clear that one was written “February” and the other “March”. So this is not the website error.
As a user myself, because I support other artists too, I can understand the rules. The website charges the monthly donation right away once someone joins in order to prevent the situation where the patrons enjoy the paid contents without paying afterward.
Anyway, you can subscribe as many artists as you wish. And you can unsubscribe anytime too. Again, a kind reminder, on any date you re-join, you will be charged again. So if you are sure that you like an artist’s work, avoid unsubscribing so the bills will just go smooth. And you won’t lose some privileges you may have had too.
