*edits are in progress, I'll notify you in a bit* My take is a little different. I know a Patreon artist who draws characters and such. He has a monthly pinup poll, people throw their picks in, then they vote, then he spins a wheel of his own to pick the pinup. What he does to avoid repeats is just simply remove/preclude characters from contention, even if they didn't win, for a month. But only a month. So, say, you submit a character this month, you can't submit them again in January, but you can in February. I think a simple solution to this uses this approach: Allow Chaos variables on the wheel, but if they get picked, *temporarily* remove them from the wheel. So like the next wheel? No Random Spins. They can come back the *following* wheel, but they're not on the next wheel. It maintains the *spirit* of the Chaos Wheel without necessarily following the *letter* of it in a way that makes it become boring. (The irony of *me* saying this is not lost to me.) But yeah, just an idea.
