In an earlier draft of this scene, there was going to be a brief shower scene where Noct was deep in those shower thoughts and definitely not cheap fanservice. Obviously this was cut, but there's likely going to be a shower scene in a later episode (in fact, I'd count on it).
As for the apparent abuse of Altissian bath salts, well...given that FFXV took a lot of its cues to real life, I figured in a setting like Bandit Revolver, that would include some darker cues. I assure you this isn't just a cheap shot. There's a rhyme and reason.
