Baelor wasn't the king. He was the heir as well as Hand.of the King. His brother is not the next in line to inherit the throne. Baelor's son is next in line and Maekar has two older brothers. They didn't mention this in the episode but Baelor was wearing his son's armor because he didn't bring his own. If he was wearing his armor, maybe that blow wouldn't have been fatal.
