To your comment around the 40 minute mark, "This movie feels really fast. It feels like we're in the 2nd act." Generally, in Hollywood film scripts, the end of the 1ST ACT is usually between pages 15 and 20. So in the case of PREDATOR 2, it's around the 16 minute mark, which is the end of the OPENING SET PIECE piece. The cut to the EXT-POLICE STATION starts the 2ND ACT. That OPENING SET PIECE establishes most of what you need to know to kick the plot and jeopardy off and sets up the initial conflict(s) and collaborations. You essentially know who the good guys and the bad guys are and the basic dynamics of who, what, where, when, and why.

To your comment/question regarding "the Art Deco design of this apartment, well it's Los Angeles after all". The PRODUCTION DESIGNER on this movie was Lawrence G. Paul, who was also the PD on BLADE RUNNER. Paul was both a fan of film noire and was heavily influenced by Frank Lloyd Wright's work in and around Los Angeles, specifically the Ennis House: https://www.wikiwand.com/en/articles/Ennis_House It's very clear to see how Paul used Wright's Ennis House's architectural vocabulary in both BLADE RUNNER and PREDATOR 2. And, as you stated, "blended film noire and action set pieces" so well.
