I think Hemlock just sees Omega as a valuable test subject not any kind of inspiring force. Nala-Se protecting her just reinforces that she needs help in his mind. I think Emerie is biding her time to help. I’m not sure she has an answer yet, or she may be understandably afraid of hurting the test kids if she acts too fast.
Also, I don’t expect Rampart to be redeemed, instead, I expect the reinforcement of the idea that a tyrant is usually taken out from the inside. He’s willing to do things the Clones are not. It may be like Hux and Kylo- he wants revenge, so he wants to help bring down the Empire. Kallus turns into the better guy once he actively supports the rebellion. I don’t see that needed for Rampart.
